Apples been rapidly pushing updates to polish the experience provided by iOS 13 as early adopters found a higher than usual number of bugs. The latest iOS/iPadOS 13.1.3 release aims to iron out the remaining mishaps.
iOS 13.1.3 will fix a bug with the Phone app which would prevent devices from ringing during incoming calls and squash minor bugs in the Mail, Voice Memos and Health apps. Several Bluetooth related issues are also addressed now.
iPadOS 13.1.3 has a smaller list of issues that mainly concern similar problems with the Mail and Voice Memos apps alongside some iCloud Backup problems. Both updates have begun rolling out.

- Improves connection reliability of Bluetooth hearing aids and headsets
- Addresses launch performance for apps that use Game Center
iPadOS 13.1.3 changelog:
